A major Israeli think tank says Tehran is increasingly using proxies and criminal gangs across Europe and the Middle East to carry out attacks.

A major new audit has found that Iran’s support for terrorist networks has grown significantly over the past five years, increasing the global threat level.

Yoram Schweitzer, lead author of the report and senior researcher at Israel’s Institute for National Security Studies (INSS), said:

Over the past five years, Iran’s activity in the arena of international terrorism has significantly intensified, spreading across vast geographic regions and incorporating criminal organizations in the execution of terrorist operations.

The report identifies key Iranian actors—including the Islamic Revolutionary Guard Corps (IRGC), its foreign operations arm the Quds Force, and the IRGC Intelligence Organization—as increasingly bold in flouting international norms.

Iran’s use of military proxies such as Hezbollah in Lebanon has long posed a direct threat to Israel. But other methods are more covert, including Tehran’s use of Swedish criminal gangs to carry out its operations. Despite this, the European Parliament stopped short of listing the IRGC as a terrorist organisation last year.
