The measure is intended to lay the foundation for Ukraine’s economic recovery, sustainable growth, and eventual EU membership.

“Today the EU Council adopted a decision to provide Ukraine with €3,056 billion under the Ukraine Facility,” Ukrainian Prime Minister Yulia Svyrydenko announced on her Telegram channel on Friday.

She emphasized that Ukraine is very grateful to the Danish presidency for its unequivocal support. “Each such decision brings us closer to a strong Ukraine in a united Europe,” Svyrydenko added.

The Ukraine Facility is the EU’s main financial assistance program for Ukraine for the 2024–2027 period, with a total budget of approximately $54,7 billion. The funds are reportedly directed to finance the state budget, stimulate investment, and provide technical support for reforms.

The structure of the new reform plan is made up of three pillars: basic, economic, and key sectoral reforms. It also incorporates three cross–cutting areas: green transition, digital transformation, and European integration.

The Ukraine Facility Plan was developed by the Cabinet of Ministers under Svyrydenko’s coordination, in close collaboration with the EU and through consultations with businesses, civil society, think tanks, parliament members, and regional authorities.
