Proposed EU measures over the Gaza war target Israeli ‘extremists’ and Hamas—but some member states see this as a false equivalence.

The European Commission plans to sanction Israeli ministers and settlers it deems “extremist” and suspend part of its trade with Israel, citing the humanitarian crisis in Gaza—according to Trade Commissioner Maroš Šefčovič.

The move, which represents the European Union’s strongest effort yet to pressure Netanyahu’s government to end the Gaza war, could potentially affect €6 billion worth of Israeli exports (around 37% of the total).

The sanctions would require approval from a qualified majority of EU member states. They are unlikely to be approved, as Hungary and several other member states strongly oppose them—while Germany has yet to take a position.

EU foreign policy chief Kaja Kallas emphasized that the goal is not to punish Israel but to improve the humanitarian situation in Gaza, end the war, and secure the release of all hostages. The measures would target Israeli far-right leaders, several settlers deemed “extremist,” and some Hamas figures.

Israeli ministers say they will retaliate if new proposals by the Commission are taken up.
