The European Commission is weighing a proposal to allow Ukraine to join the European Union under an accelerated and initially limited membership model, as Brussels explores ways to anchor Kyiv more firmly to the West amid ongoing peace discussions.

Under the concept being examined by EU officials, Ukraine would gain early, phased access to selected EU institutions and parts of the bloc’s single market, while full membership rights—including voting rights—would be granted only once all accession conditions are met.

The idea, discussed in Brussels in recent weeks, is intended to provide Ukraine with greater economic stability and political integration following years of war, and could form part of a broader Russian-Ukrainian peace framework backed by the EU, Ukraine and the United States.

The proposal envisages a notional target of 2027 for Ukraine’s EU entry, but officials acknowledge that many member states regard that timeline as unrealistic. EU enlargement has traditionally taken many years, requiring extensive legal alignment and ratification by national parliaments.

The plan could also encounter resistance from other EU candidate countries, including Albania and Montenegro, which have followed the standard, merit-based accession process and worry that a streamlined approach could dilute the value of membership and strain EU unity.

Any change to the accession framework would require unanimous approval from all 27 EU member states and their national legislatures.
