The International Organization for Migration is urging Europe to prepare contingency plans as internal displacement in Iran threatens to spill across international borders.

The head of a United Nations related organization has committed to  closely watching population movements within Iran and “whether and when this displacement will spread to other countries.”

Amy Pope—head of the International Organization for Migration (IOM)—reports that, while current movement is largely restricted to internal displacement, warns that if hostilities expand or begin to destroy “civilian infrastructure,” these factors will act as “triggers that we expect will lead to increased migration.” As regional conflicts persist near European borders, monitoring migration patterns has become a matter of strategic necessity. Historical evidence suggests that during attacks in Iran, civilians initially flee major cities to seek refuge with family. In turn, Pope argues, there is a risk of Iranians becoming international refugees.

To address this, the IOM chief stresses that it is

incredibly important to start developing contingency plans.

In particular, she aims to support frontline nations such as Turkey in managing initial refugee arrivals.

While the IOM urges proactive preparation, European officials are currently reporting a stable situation. Germany’s Interior Minister Alexander Dobrindt noted that no additional refugee movements toward Germany are being observed, a sentiment echoed by European Union migration commissioner Magnus Brunner, who confirmed that significant activity at Iran’s external borders remains absent for now.
