Definitive advice on how UK venues should manage access to single-sex facilities remains unpublished, leaving safety and privacy concerns unresolved.

For nearly three months, Britain’s Secretary of State for Education has reportedly held back the Equality and Human Rights Commission’s guidance on single-sex spaces.

Bridget Phillipson MP appears to be blocking publication of the draft which instructs venues on how to manage access to toilets and changing areas, while protecting privacy and safety for women and other users.

It also notes that offering separate facilities may not always be possible due to financial or physical constraints, leaving venues facing difficult decisions.

The UK government says it is reviewing the guidance “with care,” while critics argue that delaying publication leaves venues without clear rules on protecting users’ privacy.

Pressure to publish the official guidance stems from the UK Supreme Court’s ruling on April 16, 2025, establishing that transgender ‘women’ are not legally women in the United Kingdom.
