Every household in the Netherlands will soon receive a 33-page government guide on surviving the first 72 hours of a national emergency—when help from authorities could be delayed—designed to address concerns about potential sabotage to vital infrastructure.
The booklet advises preparing an emergency survival pack, containing water, food, a first-aid kit, flashlights, documents and a neighborhood map, and making a plan for children and vulnerable neighbors.
Caretaker ministers say the manual is meant to help people feel safer and better prepared, amid daily cyberattacks and other concerns, including the fear of sabotage to critical infrastructure.
Civil defense preparation in European Union member states is also drawing criticism for its pessimistic and apocalyptic tone.
