As the U.S. envoy prepares to meet Putin next week, the Kremlin signals cautious optimism—while warning European involvement could complicate negotiations.

Russia has received a revised U.S. proposal to end the war in Ukraine and parts of it are positive, according to Kremlin aide Yuri Ushakov.  He added that the draft needs “truly serious analysis” and other points require further discussion. By midday on Wednesday, November 26th the draft had not yet been formally discussed.

The U.S. plan, a refined version of an earlier 28-point proposal, had previously included controversial measures such as Ukrainian withdrawal from Donetsk and limits on the size of its army, which Kyiv opposed. Ukraine and the U.S. have since adjusted the plan after talks in Geneva.

U.S. special envoy Steve Witkoff is scheduled to meet Russia’s President Vladimir Putin in Moscow next week. Ushakov also criticized European involvement, accusing the continent of “meddling” in the peace process.
