Cabinet Secretary for Energy and the Environment Gillian Martin said farming is central to Scotland’s economy and identity. She argued that reducing livestock totals would simply increase imports and would not lower global emissions. She emphasised supporting farmers to produce high-quality food, protect livelihoods and improve soil health and farm productivity.
The UK Climate Change Committee had suggested a 27% reduction in Scotland’s national herd by 2040, but the Scottish government claims to be pursuing a tailored approach to land use, food production, and rural life.
National Farmers Union Scotland welcomed the decision, noting that farmers are already cutting emissions and increasing efficiency without reducing output. They stress that well-managed livestock can help tackle climate change and should remain part of Scotland’s Net- Zero strategy. Whether this policy will deliver as promised remains to be seen.
