A report by The Times claimed that U.S. officials discussed a proposal for Ukraine modeled on Israel’s administration of the West Bank.
According to the report, the plan would have allowed Russia to exercise military and economic control over Ukrainian regions currently under its control, while the territories would de jure remain part of Ukraine.
The arrangement was said to include the appointment of a governor and the redirection of local economic flows toward Russia, resembling the West Bank’s governance structure.
The proposal reportedly aimed to circumvent Ukrainian constitutional restrictions on ceding territory without a nationwide referendum.
Steve Witkoff, President Trump’s special envoy, was cited as supporting the idea in discussions with Russian officials.
However, the White House denied any such negotiations, labeling the report as “fake news.”
Ukrainian President Volodymyr Zelensky has consistently rejected any plans to hand over land.
