The reforms are ostensibly aimed at attracting workers from the Western Balkans yet could lead to a new round of chain migration from non-EU countries.

“We cannot establish numbers [of immigrants to be received], as this will depend on the needs of Spain’s labour market,” said the Spanish PM.

Through the program, Spain will receive more immigrants from Latin America “through channels that respond to the needs of the labor market, reinforcing existing operational capacities,” a government statement said.

The EU “needs to attract new low and medium skilled third-country national workers … who cannot find legal ways to reach Europe,” the statement to the legislation argues for establishing a common, simplified residence permit system.
