Over 4,000 individuals have made a law-breaking undocumented Channel crossing since the start of 2026.

A sharp increase in the number of English Channel small boat crossings was recorded—amid concerns that the pending expiration of the UK-France returns agreement could allow people smugglers greater freedom of action. 

The current £468 million (€ 542 million) deal, which sees the UK cover two-thirds of the cost of policing France’s northern border, is set to expire this week. Talks on a renewed agreement have been delayed, with Home Secretary Shabana Mahmood reportedly pushing for stronger measures to intercept dinghies before they leave French shores.

Last year, volunteer-led rescue service the Royal National Lifeboat Institution (RNLI) assisted more than 35,000 people in UK and Channel Islands waters, nearly doubling the 18,000 assisted in 2023 and 2024. Lifeguard general manager Peter Dawes said the increase in the number of rescues is influenced by good weather, higher levels of domestic tourism, and a range of new recreational activities at the coast. The RNLI now operates across almost 250 beaches.

Since the Labour government took office, the Home Office claims to have prevented approximately 40,000 small boat crossings, although 2025 still saw around 41,500 arrivals. So far in 2026, over 4,000 people have already made the crossing. While some patrols of the French coastline are expected to continue, officials warn that any gap in formal agreements could leave the Channel more vulnerable to illegal crossings.

The RNLI, formed in 1824, does not distinguish between those it rescues. It has repeatedly emphasised the importance of preparedness for maritime emergencies. “We constantly assess the risks on our beaches,” Dawes said.
