Germany's actions are a response to the Russian defense ministry identifying 21 European firms, including German companies, as potential military targets.

Germany’s Foreign Ministry has officially summoned the Russian ambassador to Berlin following a series of public statements from Moscow that German officials describe as direct threats against targets within Germany. 

The threats “are an attempt to undermine our support for Ukraine and test our unity,” the ministry said in a post on X. “Our response is clear: we will not be intimidated. Such threats and all forms of espionage in Germany are completely unacceptable.”

The diplomatic escalation follows a post published last week by the Russian defense ministry on its official Telegram channel. The post identified 21 companies across Europe—including at least three German firms—that Moscow alleges are involved in supplying unmanned aerial vehicles (UAVs) and key components to Ukraine. The Russian statement included a list of locations and suggested that these industrial sites could become targets, stating that the European public should know the addresses of such facilities.

Tensions were further heightened on Monday morning following reports that Russian authorities had arrested a German woman in the city of Pyatigorsk. The Russian Federal Security Service (FSB) accused the individual of being part of a Ukrainian-backed plot to sabotage a services facility, claiming she was found in possession of an explosive device.

While a spokesperson for the German Foreign Ministry confirmed they are aware of the reports regarding the arrest, they declined to provide further comment, citing privacy concerns. In response to the broader threats, the German ministry reiterated that all forms of espionage and intimidation on German soil are “completely unacceptable.”
