Talks with Washington remain stuck over territory and the use of frozen Russian assets, leaving Europe and the U.S. far from a common position.

European leaders met Volodymyr Zelensky in London on Monday, December 8th, to show support for Ukraine while raising concerns about parts of the U.S. proposal to end the war with Russia.

UK prime minister Keir Starmer hosted Zelensky, Germany’s Friedrich Merz and France’s Emmanuel Macron at 10 Downing Street. The meeting followed stalled talks in Miami between Ukrainian and U.S. officials and comments from Donald Trump criticising Zelensky for not yet reading the full deal.

Merz said he was “sceptical” about some parts of the U.S. plan and Macron stressed the need for Europe, Ukraine and the U.S. to find common ground. Starmer said he would not pressure Zelensky into accepting a deal that many in Europe view as too soft on Russia.

Zelensky said major decisions will require both American and European support. A key sticking point remains territory—the hardest issue in the negotiations—as well as how frozen Russian assets could be used to rebuild Ukraine.
