Wednesday May 13th saw the European Commission publish a transformative mobility package aimed at unifying Europe’s fragmented rail sector.
The centerpiece of the policy is the Rail Ticketing Regulation, which introduces a mandatory single ticket category. This legal framework aims to ensure that even if a journey spans multiple operators, the passenger remains protected by a single contract—guaranteeing rerouting, assistance, and compensation across the entire trip.
Dominant operators with over 50% market share will be forced to host competitors’ tickets on their digital platforms, while multimodal platforms must adopt neutral display rankings based on price and emissions rather than commercial bias.
With tickets mandated to go on sale at least five months in advance, Brussels hopes to strip away the factors—including opaque ticket pricing—that have stifled rail competition and passenger convenience for decades.
