Germany recorded 751 gang rapes in 2025 and the majority of the offenders were foreigners, according to figures released by the federal government in response to a parliamentary inquiry by the right-wing opposition Alternative für Deutschland (AfD) party.
While there was a slight decline from 788 recorded cases in 2024 and 761 in 2023, the fact remains that gang rape was a relatively rare phenomenon in Germany before 2015, the start of the European migration crisis.
Liberal-led Berlin recorded the highest number of cases, with 118 offences, making the capital the country’s principal rape hotspot.
The statistics identified 1,083 suspects in connection with the recorded gang rapes. Of these, 53% were non-German nationals—among them 110 Syrians, 64 Afghans, 46 Iraqis, and 44 Turks. The rest of the perpetrators held German citizenship, but the data doesn’t say whether they are of a migrant background.
The government also reported that 72% of all suspects had been known to the police.
Separate figures released in response to another parliamentary question indicate a sharp increase over the past decade in serious sexual offences involving at least one Syrian suspect.
In 2025, police recorded 726 cases of rape, sexual coercion, and aggravated sexual assault involving Syrian nationals, compared with 24 such cases in 2013. Cases involving victims under the age of 18 also increased dramatically during the same period—from four in 2013 to 279 in 2025.
AfD MP Kerstin Przygodda said that “women and girls are the main sufferers and victims” of a “total failure” of Germany’s migration policies.
Meanwhile, police in Nuremberg continue to investigate an alleged grooming network accused of systematically exploiting teenage girls. Prosecutors have obtained pre-trial detention orders for two Syrian men aged 21 and 40 on suspicion of rape and supplying drugs to minors.
The investigation has so far resulted in the arrest of ten suspects from Syria, Pakistan, and North Africa. Investigators say vulnerable girls were lured with gifts, supplied with drugs including crystal meth, and subsequently sexually abused.
